Heat Delivered to the Premises by the Heating System, and the Actual Amount of Heat Needed to Heat the Premises

Abstract: The article presents current implementation of the 2012 European Parliament Directive on energy efficiency for the heat cost allocation in multi-apartment buildings, into regulations of various Member States of the European Union. Technical arrangements have been defined, in accordance with rules of social conduct, for proper division of the heat delivered to particular apartments of the building in Poland. Criteria for the building selection have been specified to analyse the relation between measured heat consumption & individual fees for real heat consumption. Buildings were selected according to the specified criteria. Indication of heat cost allocators mounted on radiators was used to determine the energy supplied from the heating system to individual premises. The indications of allocators from 290 premises located in 9 buildings were analyzed, over 5 billing periods. Collected rich statistical material allowed the determination of correlation coefficients and determination of the dependence of the amount of energy supplied by the heating system of the building on the heat necessary to heat individual premises. Following extensive statistical material, heat cost allocation was evaluated in reference to meet the users expectations for fair billing.
